Advisory bodies

THE CONFERENCE OF EPCI PRESIDENTS

The members of this consultative body are the Presidents of the EPCIs (groupings of municipalities such as communauté des communes, agglomération, métropole) in Loire and the Presidente of SIEL-Territoire d’énergie Loire. The conference of presidents (conférence des présidents) is a forum for dialogue and consultation between SIEL-Territoire d’énergie Loire and the EPCIs, which ensures that their needs are taken into account and that the implementation of the syndicate’s competences adapt accordingly.

WORKING GROUPS

Energy transition, street lighting, superfast broadband/telecommunications, etc. Several working groups bring together elected representatives from the SIEL-Territoire d’énergie Loire bureau and representatives from the Loire local authorities. These groups meet several times a year to work on proposals in their fields.

DIGITAL STEERING COMMITEE

The digital steering committee brings together all the stakeholders in digital infrastructure development in Loire : the State, the Auvergne-Rhône-Alpes Region, the EPCIs, SIEL-Territoire d’énergie Loire.

LOIRE ENERGY JOINT ADVISORY COMMITTEE (COMMISSION CONSULTATIVE PARITAIRE DE L’ÉNERGIE DE LA LOIRE)

France’s energy transition law required the creation of a joint energy advisory committee, led by Departmental energy syndicates and involving all the EPCIs in the Department (communautés de communes, agglomération, métropole).

This committee is an advisory committee which lays down guidelines for the territory concerned. It allows exchanges between the EPCIs and their syndicate so that together they can work out coherent actions at Departmental level.

The joint energy committee led by SIEL-Territoire d’énergie Loire meets several times a year. It gives the elected representatives the opportunity to share successful experiences and work together on how to meet the great energy and climate-related challenges.

PUBLIC SERVICES ADVISORY COMMITTEE (COMMISSION CONSULTATIVE DES SERVICES PUBLICS)

Since December 2001, the Public Services Advisory Committee in charge of gas and electricity distribution led by SIEL-Territoire d’énergie Loire has been giving its opinion on the public energy service in Loire and implementing actions to help the Department’s consumers.

Different participants, representing different categories of public service users can come to speak at the committee’s meetings: consumer associations, charities, voluntary bodies working with poor and vulnerable sections of the population, public authorities, representatives of business consumers, representatives of professional bodies, representatives of chambers of commerce and similar bodies, etc.

They are kept regularly informed of developments and changes in the role of SIEL-Territoire d’énergie and activities of the delegatees running the utilities (Enedis, GRDF, operators of urban heating systems, etc.) and they are invited to put forward proposals and to take part in a constructive way in the development of the public service.

The committee concentrates its efforts particularly on fairness in the provision of public services and overcoming energy poverty.

More widely, the committee can also decide to examine any themes linked to SIEL-Territoire d’énergie Loire’s activities, such as the fibre optic network.
